Are my images sent to a server?
No. "Compress a PNG image" works directly in your browser: your files never leave your device.
Why doesn't my PNG shrink?
PNG is lossless: recompressing it changes its size very little. For a real gain, reduce the width or choose WEBP (or JPG if you don't need transparency). If the result isn't smaller, the original file is kept.
How do I choose the level?
